আমরা অনেকেই অনেক সময় ভুল করে ফেলি, আমরা ক্যাডার অথবা নন-ক্যাডার মূলত কি বুঝতে পারি না।
১.ক্যাডার
যে সকল পদের নিয়মিত প্রমোশন রয়েছে এবং ভালো একটা ক্যরিয়ার সম্ভাবনা রয়েছে, সে গুলো ক্যাডার পদ। ক্যাডার কর্মকর্তা ১ম শ্রেণীর হয়ে থাকেন। ২৮ ধরণের ১ম শ্রণীর কর্মকর্তা ক্যাডার সার্ভিসভুক্ত হয়ে থাকেন। আবার বিসিএস পরিক্ষায় যারা প্রিলি,রিটে, ভাইভা পাশ করে যারা মেধাতালিকায় প্রথমদিকে থেকে চাকরি(ক্যাডার পদায়ন) পায় তারাই ক্যাডার।
২.নন-ক্যাডার
গেজেটেড কর্মকর্তা ক্যাডার বা নন-ক্যাডার দুই ধরণের হয়ে থাকে।ক্যাডার কর্মকর্তা শ্রেণীর হয়ে থাকেন। ২৮ ধরণের ১ম শ্রণীর কর্মকর্তা ক্যাডার সার্ভিসভুক্ত হয়ে থাকেন। বাকি সকল ধরণের কর্মকর্তা নন-ক্যাডার। ননক্যাডার ১ম ও ২য় শ্রেণীর হয়ে থাকে। নন-ক্যাডার ১ম শ্রণীদের সাথে ক্যাডারদের কোন পার্থক্য নেই। বেতন কাঠামো থেকে শুরু করে সকল মর্যাদাই সমান।অথাৎ আর যে গুলো ব্লক পোস্ট, নিয়মিত প্রমোশনের ব্যাবস্থা নাই সেগুলো নন-ক্যাডার পদ।
ক্যাডার এবং নন-ক্যাডারের মধ্যে পার্থক্যঃ
১। ক্যাডার হলে সরাসরি ও নিশ্চিত নিয়োগ হয়ে থাকে। পক্ষান্তরে নন-ক্যাডার হলে সরাসরি নিয়োগ তো হয়-ই না (পিএসসি বিভিন্ন চাকরির জন্য সুপারিশ করবে) এমনকি চাকরি না হওয়ারও অনেক ইতিহাস আছে ।
২। প্রায় সব ক্যাডার প্রমোশন পেয়ে গ্রেড -৩ পর্যন্ত যেতে পারেন। অন্যদিকে নন-ক্যাডার এর উপরের পোষ্ট ব্লক পোষ্ট ।
৩। বিসিএস ক্যাডার এর সবগুলো চাকরি প্রথম শ্রেনির। অন্যদিকে নন-ক্যাডার সব প্রথম শ্রেণির চাকরি নয় ।
৪। ক্যাডার ভুক্তরা প্রমোশন পেয়ে নীতিনির্ধারক পদে যেতে পারেন। অন্যদিতে নন-ক্যাডারগণ নীতিনির্ধারক পদে যেতে পারেন না ।

1. Cadre
The posts that have regular promotions and have a good career prospects are the cadre posts. The cadre officer is of 1st class. There are 28 types of 1st class officers in the cadre service. Again, those who pass the BCS examination, Preli, Written , Viva, those who get the job (cadre posting) from the beginning in the merit list are cadres.
2. Non Cadre
Gazetted officers are of two types cadre or non-cadre. Cadre officers are of 1st class. There are 28 types of 1st class officers in the cadre service. All other types of officers are non-cadre. Non Cadres are 1st and 2nd class. There is no difference between non-cadre 1st class cadres. Starting from the salary structure, all the ranks are equal.
Differences between cadre and non-cadre:
1. If there is a cadre, direct and guaranteed recruitment is done. On the other hand, if you are a non-cadre, there is no direct recruitment (PSC will recommend for different jobs) and there is a long history of not getting a job.
2. Almost all cadres can get promotion up to grade- 3. Non-cadre's top post block post on the other hand.
3. All the jobs of BCS cadre are first class. Non-cadres, on the other hand, are not all first-class jobs.
4. Cadre members can be promoted to the position of policy maker. On the other hand, non-cadres cannot go to policy-making positions.
